The trend was obvious several years ago with swarms of relatively just a few units, it is all a matter of scaling and rapid processing of the mesh communications- in 2014 at Harvard they were working with 2^10 arrays (1024 members), and I've no doubt the Chinese universities were at least at that level. The very basic AI is derived from the size of the array, given the advisability of keeping the computational hardware of the members very light.

They use GPS also so that has to be all operational too. I think China will be the big winner (they make most drones) and can make the tech really really cheaply.
