I reckon dead characters should stay dead unless they're a species/character where regeneration/reincarnation is normal/not unusual (I actually have a species like that, there's a few conditions they need to meet in order to definitely reincarnate though otherwise they might just stay dead). Otherwise their death is pretty much meaningless and has zero impact on the reader.
Or I guess some people could still be emotionally impcted by it because favourite character or possibly the writer is even brilliant and can really make you feel it even though you know miraculously they'll be recovered in a few issues. Maybe I'm just burnt out as one of the roleplays I was in a very long time ago had this player who was constantly killing her main character over and over and over again, and apparently had been doing it before I joined, and everyone got rather bored of it. Not to mention I used to read a lot of terrible fanfics.

Oh I get what you mean with those characters. I'm okay with those, especially if it costs them something, like a memory or a lost power. That's the thing I've always hated with Wolverine (and by extension, Superman). We almost always know that they're going to survive the fight intact. There are no stakes. If anything, only collateral damage. When they die, other characters should just expect them to come back. Other than that, their grief wouldn't come across as believable. Dead should be dead, and they should have another character take up their legacy instead.
