Food is anything that comes from biological resources and water, whether processed or not processed, which is intended as food or drink for human consumption. Another source revealed that food is a basic necessity as well as the essence of human life, hence the right to food becomes a very important part of human rights. Food independence is a very strategic and important thing, in order to reduce dependence on outsiders. Food independence is defined as the ability of a nation to meet the food needs of its population, based on the optimization of utilization and based on local wisdom without being influenced by outsiders. As an agriculture-based maritime country with enormous resources and environmentally friendly technologies, Indonesia has the potential to produce enough food to be self-sufficient, independent and based on local wisdom. By establishing food self-sufficiency is a strategy in preventing food crisis or International FOOD WAR.

After 73 years of independence, Indonesia has not managed to meet the food needs of its own production, so it still depends on imports. Since 1979, there has been a tendency to increase rice consumption, resulting in a superior image of rice becoming a symbol of prosperity and politics in Indonesia, whereas other sources of food become inferior products and symbols of poverty. This problem arises from past policies, where food is always identified with rice. Communities that consume cassava, sweet potatoes, corn, sago or sorghum are often categorized as poor food-prone populations. Whereas the five food sources of carbohydrates is a staple food in various regions.
Food sovereignity is an emphasis on food independence of each country, especially maritime countries based on agrarian and local wisdom of the archipelago. The stages towards food sovereignty are food self-sufficiency where the ability of the state and nation to produce diverse food from within the country that ensures adequate food fulfillment to individual level by utilizing natural resources, human, social, economic and local wisdom in dignity.

The next stage of Food Sovereignty is the right of every individual, society and country to ACCESS and CONTROLL the various productive resources and DETERMINES and CONTROLS their own food systems according to their respective ecological, social, economic and cultural wisdom.

FARMERS Maintain "Pancasila" in the State of "Gotong Royong".

FARMERS to be able to ground and uphold "Pancasila" in the" Gotong Royong" state that leads to the realization of National Food Sovereignty, as well as the implementation of duty to protect the whole Indonesian nation and the entire blood of Indonesia, farmers invites all related elements to have to make fundamental changes in various sectors the implementation of the State, namely:

1. Agriculture and Marine Sector.Implementation of agrarian and maritime based food production must rely on human resources that continue to be improved quality so that the resulting foodstuffs have nutrients that continue to increase to form the next generation of a better reasoning nation. The policies of the agriculture and maritime sector should be oriented towards sustainable food production, ensuring ecological sustainability, and forming a just and non-exploitative economic order among actors with each other.

2. Sector of State-Owned Enterprises (SOEs). The implementation of State-Owned Enterprises (SOEs) should be supported by domestic resources and support the growth of food production, especially SOEs in line with food production such as seed producers, fertilizers and pesticides, shipping industry, and fuel producers.

3. Trade Sector. The policy of the trade sector needs to transform the market so as to establish a price system that maintains an economic balance between domestic production and domestic consumption. In addition, if there is still a handling model in the form of market operations should be done on two sides of the economy. It is not only to maintain the price of food products at the consumer level, but also to price the inputs of production (seeds / seeds, fertilizers, pesticides) at the producer level.

4. Land Sector. Land sector policy should be a part of establishing food production land by directing the ownership and supporting systems of adequate food production so that unexploited lands can become food production centers of various deficit commodities. Direction of land policy must beIt should adjust to the growing needs of domestic commodities.

5. Financial Sector. Financial sector policy is a very important part of food production due to infinite food production risks, rising input prices for agricultural production and an acute dependence on production inputs. The financial sector should create a financing stimulus that can gradually increase the accountability of food production, strengthen the power of agricultural and marine innovation, and create responsible, responsible and collective food producers that can create resilience, independence and sovereignty of production in an increasingly demanding economy competitiveness. In a larger form, the state financial sector must create a regulation as well as a specific authority that is devoted to financing food production, whether in the form of Agricultural Bank or Bank Marine.

Pancasila in Gotong Royong State is a necessity of a nation that crave independence over colonialism and must be realized significantly in the life of the Indonesian state. Even with this enormous tropical natural resources situation, Indonesia should be able to prepare itself to play a role as a tropical food barn for the world, besides other superpowers. At the same time being a nation-state that can actively become the initiator of a world order based on freedom, eternal peace and social justice.
