It is only good when it is a clear style choice. If you are adding ADR to fix plot holes or gaps than it is terrible.

Its all about budget and expertise. Expertise can often cost more, yet it can enhance end product. I have seen too much bootstrapping these days.
It is possible to do low budget well. Are you on Slack or Discord? We should really move this conversation to a chat channel.
