In modern society it is unfortunately the last legal call to resolve the issues between states...but, how come it is still legal? There is so called "Just War Theory", developed by Christians in order to justify the balance of needs with decisions to go to war...
I always say - the system is not right, but hey let's try to change it and make a new, better one :)
