The way you see a person, picture, or painting, depends on the person looking.
If you have a green mind (dirty mind) or conservative, you'll probably notice first the way the person dressed with thinly/shortened cloth rather than see it as a way of fashion. Others might give malicious look or comment. You would say that it's kinda immoral and improper.
Rape, for example, other people might say that it's the victim's fault more than the suspect's; Because she wear clothes that would put perverted thoughts towards the suspect.
Instead of pity, we accuse her.
We are now on the twenty-first century, millenial or "Generation Z" state; A lot of countries are now liberated so as we.
The way people clothe themselves should not determine how low or immoral they are; instead it shows how confident they are towards their body. Let them wear what makes them comfortable, and let's stop ourselves about thinking dirty and malicious. We shouldn't push our own preference to others.

People, no matter how they look, should be respected.
Sometimes, I envy America for having liberated people. They don't mind how people dressed and expressed themselves. They doesn't judge even if the person walks out the street in bras and shorts. Unlike in our country that when you wear something that shows skin, there would be catcall, perverted eyes or worst, rape; And people, especially elders will call you slut or whore.
