There's a lot to like here.
Leased delegation already offers passive yield on investment for those who don't want to curate.
No need to double-dip.
Perhaps a compromise would be to also return to the original 50/50 author/curators reward split.
If curation/delegation rewards are juicy enough, the whales may be willing to give up that 15%.

I think that should be on the frontend. Rather than steemit setting a number let's make that a number that users can set themselves and see where the market lands.

I agree entirely.
Losing the 15% and replacing it with nothing might be a hard sell, though.
The increase in adoption would possibly compensate, but attracting paid authors while driving away paying investors may not help the price.
Let's not assume the money that's currently here would all stay here.
