As @denmarkguy said, this was a fluke in a payment system that is no longer operational. Unfortunately, it is the one article title that seems to have gone viral and is used by naysayers claiming Steemit is a scam (because that would be next to impossible to have happen now).

Under your settings you can copy a link over for your photo. I use Photobucket.com myself.
Upload your pic there. Then get the direct URL address and paste it in the profile picture section.
