It's interesting to see how the data is presented regarding COVID-19 cases and hospitalizations. You would think that someone who has received a COVID-19 injection would count as someone who is vaccinated. But that isn't always the case.
For example you can look at the community surveillance document from Wales:

A “fully vaccinated” individual is a person who was vaccinated with a full dose course and has had at least 14 days elapsed since their dose 2 day, as of the start of the 2 week period.
A fully vaccinated person is someone who receives two doses, not just one. So that's how they are defining a fully vaccinated person, as opposed to a partially vaccinated person.
But even if you receive one dose of the vaccine, you are still someone who is vaccinated. You just haven't received two doses. Someone who hasn't received any doses is a unvaccinated person. I hope that's clear. If you have not received any vaccine, you are unvaccinated.
But look at that table. On one side you have the heading fully vaccinated, and on the other side you have unvaccinated. You see what's missing? Someone who has been vaccinated, but has not taken to doses yet.
In addition to that, the text at the bottom, remember what it says. You can't just be someone who received two doses, you have to be someone who's received two doses and 14 days have gone by after your second dose was administered.
Either they are excluding people who received one dose or received two doses but it hasn't been 14 days yet. Or those people count as unvaccinated. Right?
Wouldn't it be odd if they were considering people who had one dose or two doses but not 14 days later, as being unvaccinated? Will it turns out that's exactly what they're doing. It's right in the text before the table:
between fully vaccinated population and not fully vaccinated population in Wales
They are actually putting people who have received injections under the category of being unvaccinated. If you received a vaccine, if you've been injected, you still unvaccinated to them. This is how twisted things are in language and how they are manipulating things with their deceptive use of language.
If you haven't received a vaccine then you are actually in unvaccinated person. By definition, the person who has received a vaccine can't be an unvaccinated person because they have received a vaccine. That's just logical. But they don't care about what makes sense, they're just making up the definitions that suit them to misrepresent data.
