Vote-buying? No...I think only sports posts are capable of "vote-buying."
Anyway - yeah, I've found some good content in the Promoted tab. I've also found content that I didn't feel was particularly good. We have to remember that most people probably believe that their own creations are good, so promoted content isn't necessarily going to be better. It can be helpful for filtering content, though.
