Are you hoping to boost an individual post to receive an Ecency vote? All posts published using Ecency are reviewed by Ecency curators and when there is enough Voting Power posts that show effort receive votes. There is no need to use Points to receive votes.
You are to go for boost+, then select the number of days you want to boost for

The Boost feature has been discontinued a long time ago and has been replaced by better features like Boost+ and Promotion.

Press on "boost+" then follow up on the screen, greetings
Touch on the wave, blue logo and takes you to the boots screen.
To promote a post you need to go to the post itself, then in the 3 dots menu in the top right you'll see the 'Promote' button.
Btw, what did you do to get 21k points? That's a lot of points.
