Why is it taking so long to dry?

Can't the government there do some works to help the flood go away faster? Like some kind of canalization or an underground drainage, or something like that?

That's the point, they are not really trying and they most times use the opportunity to call for funds and aids.
And what do they use the funds for? Why don't they help their people? That's their job.
