Yes you can and I can give you an answer that you might not understand, because sometimes I even don't. Besides it's a long story so I'll try to be brief.
What we have here to produce electricity is dinosaurs old technology that's not paid the required attention over the years(no money on it, no updates, no nothing). So, after more than 60 years, development has brought almost everything electrical and those old ladies are the same, so they break and break and break. On the other hand it's petroleum, we haven't much, our government management of all that matters are ridiculously uneficient and the crisis we are living now is the result of so many years of bad decisions and "wrong money destinations " to say nicely.
