Everyone has the right to give out downvotes. Usually people reserve them for accounts that they feel are behaving in a way that would damage Hive.
In this case, the account has no voting power and can't damage your rewards or reputation. I would disregard it.

That account gave me the dv too, so I thought "Oh no! Did I do something wrong? 🫨" Maybe they simply didn't like our post LOL.
