Ok so from what I can gather, you are interested in asking @good-karma to add a specific user to the blacklist so they dont receive the bot votes from the @esteemapp.

You just need to reach out and help them make the problem known, or bring the user name and a link to https://steemit.chat and post it in #steemcleaners-linkdrop or #steemitabuse.
