DTube is manually curated. There are other DAPPS that use bots but I believe DTube has always been manual curation and they even added to the curation team a little while back so that there is less missed content. They have adjusted their techniques of manually curating over the past 11 months that I have been here so that the votes are spread out more than it used to be. I hope that answers your question.
