Yes people can bid a price per crown now, and then decide how many they would like at settlement. This allows people who can't afford a batch, to buy in while the price is still this low.

It's not that the next batch will or won't use steem. We're going to keep accepting steem for settlement. But the price won't be $1 per steem during round 3. This is the last round where that discount is in effect.
