Your contribution cannot be approved because it does not follow the Utopian Rules.

You created a Development Task Request instead of a Tutorial Contribution.

The topic you chose for the tutorial is also far to general. It needs to be related to an actual open source project on GitHub and e.g. cover specific features. Basic programming tutorials are very likely to be rejected as there are already numerous high quality tutorials covering those topics. Furthermore your tutorial is not really informative because you are simply pasting some code screenshots, which by the way, is not a really good habit. Code should be formatted with markdown or provided as a link to GitHub.

In case you want to share your template as a development contribution I have to advise against that too, unfortunately. Simple HTML templates won't be rewarded by Utopian, for similar reasons as for tutorials.
The repository you created also doesn't qualify for Utopian. I did not look into the .rar-file you uploaded there, but this is certainly not the way Git/GitHub works.
You should learn about Git first if you want to share your projects on GitHub and and Utopian.

And last but not least, please read the Utopian Rules more carefully before contributing.
