I doubt it, when the value of your vote halfs, it is noticable. Many new people had a vote of .01 and it is now worth nothing
Probably much enthusiasm is lost when users realize their votes mean nothing, and even if they did, because of rounding they are very unlikely to gain curation rewards at the start.
