I think you're right about the lack of English and the desperation. I will simplify the language for future use.

There was a proposal from @scipio not long ago about User Authority. They're doing a proof-of-concept for the #utopia-io voting bot and then will provide that data to the witnesses for consideration of whether a full implementation should be introduced to Steem in a hard fork.
