See for most people who don't know much about the deep web, this is their perception, a secret hidden part of the internet where pedophiles are around every corner, wrong. Yes there is stuff of that nature on there, but that is a very small percentage. TOR or the The Onion Router was introduced in 2011. If you do not know what TOR is, it is a program to access the hidden wiki or the deep web. It is called the onion router because like a onion, the deep web had many layers , what the average browser is on is just the surface , diving way deeper you can find anything, but don't go and do that, you need to know a lot before doing that or even accessing TOR. A common misconception between people is that , the deep web is illegal to browse and be on. Very wrong, the deep web is completely legal to be on and do whatever as long as you are not buying anything illegal, looking at stuff you aren't supposed to, and stuff you also shouldn't be doing on the regular web, you are completely fine in legal terms. Another common misconception is that it is very hard to access and close to impossible without proper expensive equipment , once again wrong , anyone with a laptop and a wifi connection can get on , but that isn't smart at all by taking no precautions, because yes bad things do happen.

im curious for sure and think this is a topic that is gonna be expanded on much more in the quickly coming future. I have a dark cloud around the term in my head as you described there is alot of negative perspective on the "Dark Web" or "Deep Web" but as most things im aware we never see the full picture, and a lot of things are mis leading to us to keep us in a place of fear. I think with boldness and questioning and exploration a clearer understanding of these online onion layers will be understood much better by the majority within no time.... its a positive hope
Great point! It's mostly negative stigma
