You still have those open delegation orders, I presume? I noticed that @stinawog, who posts infrequently and has many SBI levels, got a smaller upvote than I expected, but then I also saw that she got 100% votes from all the accounts. Does that mean that $1/post is about the max currently?

Yes she is in a very small list of members that would receive upvotes greater than the current maximum deliverable value. Keeping that list to a minimum is the primary reason that we usually try to keep average VP much higher than it currently is.
Only the upvotes actually delivered were removed from her pending vote balance. We still have open delegation orders (and submit 500 STEEM or more in new orders every day). It seems we are having about 1/3 to 1/2 of our orders filled each day (possible because we break up the amount and order for 2-3 different accounts) and our VP is gradually recovering.
