Trump's plan for civics test for legal entrants could keep out highly-skilled immigrants, experts say

First off, notice how in the title they make an appeal to authority with their "experts say" aspect. Also, they are using an appeal to emotion in the title as well, where they use the fear of loss to promote the possibility that America will miss out on skilled labor if we set some minimum standards for entry into our country. Possibly, but we'll also miss out on many more unskilled freeloaders that'll just weigh us down. Rather than being a wall that keeps everyone out, or being a sponge that lets everyone in, let's be a filter that keeps out the impurities while letting in those people that align with our cultural values.
