about choosing your next city, i think there are several choices.
but i think Berlin would match most of your points.
fast internet, low rent, local tech culture, art culture.
i would not recommend vietnam or china. china is too dangerous for your health. and vietnam the food is not so good.
maybe thailand would be another option. you can get quiet good internet there, and there is no regulation of most of the things.

is the rent still low there? I heard the prices skyrocketed..
it all depends. compared to london its still 1/3 of the prices...
so 80qm around 1000$
wow. that's not low. here 80qm is about 400e central area and all that :)
