Did you take a tour from Naryn to get to the Kel-Suu Lake, or did you get there by yourself and had the permit border done by an agency ?
I hired a driver from Kubat tour in Naryn. They are quite flexible, you can choose the nulber of days you want to go (need to pay for the extra nights stay for the driver). For the local homestay you oay directly to the owner. If you have a good SUV, probably it’s also possible to drive yourself.

Place looks cold but looking at the way you dress don't seem that cold

It was cold.... I have extremely warm fleece worn beneath.
