I might be a little bias, but I would consider the Philippines as the top place for an expat!

The article is about the least friendly places, but mentioned Mexico and Costa Rica to contrast the bad...

Thanks for the link, I find a few of those interesting, I didn't think a place such as Norway or Switzerland to be on that list of unfriendlies.
We went to Switzerland last year. It takes a while for them to warm up to you, but once they do they are friends for life. Never been to Norway...or Philippines. Would love to go. Looks beautiful.
@fat-like-buddha wow - why thank you but its true! I didn't see that coming - but I agree,
and instead of Costa Rica, I think it's actually Thailand which should be 2nd or vice versa I wont really mind. I wonder what made Yahoo wrote that.
