Detroit is rolling out fiber... Rocket Fiber is the company. We need more tech startups to come here. And it's a cheap place to bootstrap with a lot of engineering talent in the metro area. It's not the most picturesque place, but full of culture and diversity. Oh, and good food.
It's in the United States, and I think that Killary wants a #bloodorgy and will stop at nothing to get it. (DISCLAIMER: THIS DOES NOT MEAN I SUPPORT TRUMP!)
And I am sure the food is awesome-- it's the states theres a reason we're all heavy. But.... I think I am going to remain USA-averse. However-- no decisions are final :)!

Berlin is really cool, the greenest capital of the world, but after 15 years I need much more pure nature, quiteness and peace :-)

Steemians, who would be down to publish their location as GPS coordinates in a post, so that we can map that and get an idea of where we are. No, I don't consider GeoIP valid, at all....
For a second you got my attention about China, but once you said "no internet" Oh hell no. Stay away.
I have friends in Bali and they love it. Hope you find a good location.
I can recommend two places where I've enjoyed living for a few years:
Seattle (US)
Great booming city, housing is definitely not on the cheap side but I am sure you can find some good deals with a little bit of research. Very liberal mindset, lot of tech-minded people and great nightlife. Mass transportation is well developed (unlike in most other US cities), the food is awesome (and that's coming from a French expat) and there are lot of cultural and outdoor stuff to do.
Brighton (UK)
Brighton is a small town near the Southeastern cost of England. I lived there a few years and enjoyed it a lot. It has that "small town feeling" that you find in a lot of European countries, while being only 20min from London by train. It has attracted quite a lot of tech companies (gaming mostly) in the past few years and also has a large international student population. Nightlife is great, food is average (it's the UK...) and housing is definitely affordable.

Shenzhen is great, a part for Internet speed and overall access outside China... I would go back there :). Otherwise have a think about Croatia, never been there but friends say there are beautiful places there
Fascinating dilemma, right? What an incredible time to be alive, where we can basically spin the globe and pick a place to visit or live. You might also want to look at Antigua, Guatemala - it's gorgeous, they've got perfect weather, and it's easy to get to. Can't wait to see where you choose!

Life is very relaxed and cheap (compared to Rome or other places in Italy) and you have good clean air and nature, history, tourism etc

about choosing your next city, i think there are several choices.
but i think Berlin would match most of your points.
fast internet, low rent, local tech culture, art culture.
i would not recommend vietnam or china. china is too dangerous for your health. and vietnam the food is not so good.
maybe thailand would be another option. you can get quiet good internet there, and there is no regulation of most of the things.

it all depends. compared to london its still 1/3 of the prices...
so 80qm around 1000$
