Nope, they seem to be available for anyone to use, kind of a "gentlemens agreement" I guess that they are not damaged. I suppose a local hunting club maintains them or something, as they are a lot of them around here.
That's pretty convenient, especially if you're camping in bad weather. Or I suppose hunting :P
