But would we recognize consciousness of we saw it?
What is consciousness?
Could we recognize it from a very elaborate database of information and programmatic algorithms?
We don't understand consciousness so I would say we are really far to be able to claim getting close to true artificial intelligence.

    Exactly; consciousness is somewhat complicated. I believe there is a need to understand the concept first before trying to replicate that in machines.
