I’m wondering how delegating to other people works since I’ve never done it before. Does it borrow your steem power to give to someone else ( like a second account you want to create?)

For example, I’m new and I’m just about to work off my delegated 15 SP I got when I signed up. If I made a second account for more business type things and delegated 15 SP to it, would it leave my personal account with 0 SP until the business account was able to pay it back?
