I think it is very important to reward more comment participation, instead of one big comment vote I would suggest 5 smaller ones. Of course if there are only 1 or 2 good quality comments you could vote larger.

The comments section is the biggest thing letting steemit down, it is full of bots and rarely has follow on discussion from the main author.
