W sumie to wcale nie jest takie skomplikowane. Chociażby popularny pixabay udostępnia dokładnie takie API, które można by wykorzystać. Dokumentacja jest dość prosta, a 5000 zapytań na godzinę powinno przynajmniej na początku wystarczyć ;)
