You have until Feb 2nd to purchase packs that are airdrop eligible. The cards are distributed based on packs purchased. The exact details of how they are distributed are based on the formula using a random number generator that isn't known until that block is reached and the hashes of the blocks are used to seed the random number generator.
if its based on how many packs you buy when you buy it what is random about the drop? the way its worded it sounds like only select random people within those that bought packs will get these cards and if you buy more packs then what it increases your chance of being "randomly selected"?
are we talking about just a ticket raffle that the more tickets you own the higher % chance of winning 1 of x number of winners of the raffle?
The airdrop is based on what would have happened had these summoners been included in the set since the beginning. So for each pack that was purchased since the beginning of beta we will do a random roll to see if you would have gotten one of these cards, and if you would have then you will get one in the airdrop. It also has the same 2% chance of being gold foil just like normal.

No, these are only part of the Beta edition just like the Epic Summoners.
