There are situations where the high voltage is much safer to touch than low voltage. For example if we assume that we have a power supply with a fix rated power of 220W (220 V, 1A), pretty dangerous to touch, right? According to the formula P=U*I, if we increase the voltage 1000 times we will have 220 kV, 1 mA, which is pretty safe to touch. Also the electric arc might burn your skin a little.
