I think if I remember right anything over 50 milli amps can be consider lethal, which is probably why 30 milli amp RCD's are used in UK fuseboards for domestic installations.
However it does require a certain amount of voltage to be able to push that current through your body. I guess as mentioned in the article, removing ones skin might do it.
EDIT: They told us on our electrical installation courses years ago, that some of the tables they use in our courses come from the Nazi's who electrocuted people to death to see how much they could take and still be revived.
