Are you sure? IIRC, the white paper says there is. There is even an illustration for it on page 19 of the white paper. Or did that change? If so, do you know where they documented it?
My understanding of it is each vote will use a maximum of 5% of your voting power, so for your first 20 votes within 24 hours, each vote will use 5%. After that, it starts to decrease the weight associated with your votes.
I'm not 100% certain here, but I think there are two separate processes at work, the 5% per vote and the declining power due to a high voting rate. But I need to do more research before being certain.
