No it is exactly that, we buy steem power, the developers turn most of it into cash for themselves and what's left over is given to a few vocal supporters of the site, the devs have pretty much all of the voting power so nothing negative becomes too popular. When people start to wake up and realise they have been swindled and try to cash out there will be no money for them, the devs took it.
