I was notified about this guy and he was added to the blacklist.
No need to be upset. This type of issue only takes time to rectify. I am actively pursuing ways to help it. In fact as of yesterday I am now also working with steemcleaners for just this reason.
As this post states, if you see people gaining votes that are scammers just let me know and I will blacklist those accounts. :)

Please excuse my tone though :-) I'm a content creator by myself, and these issues just make me quite upset. You acted in the best way possible and I appreciate that a lot.
