The idea is good! But I think that reputation should not be taken as limit. Steem power level of voter would be better to be taken as restriction.

Thanks the reason to involve reputation is to make sure that people who have just joined have to spend some time working to get elected. If it were open to all reputations that might open it up to being abused but I would love to hear what others think about it too. Than you for commenting:)
