How does the Queue system work? It seems that every time the Queue goes up, I am assuming due to someone joining the queue, the estimated time to produce goes up, usually by a large amount. Have seen estimated time to produce go from around 400 minutes up to 800 and then way beyond in steps of roughly double each time as the queue extends. Do people jump up through the ranks ahead of others based on some kind of priority ranking? Or is something else going on?

The estimated time is how much time it will take to mine a block, then you get included in the miner-witness queue, stop mining and start moving towards the first spot in order to sign a block and get a reward. Moving throug the queue used to take about 1-2 hours, though since the queue has grown a bit lately it may now take some more time.
