I think you're onto something with your suggestions, but I'm not sure making things random and lottery based is the true solution to the dillema you sketch.

Hi, just to clarify, I am comparing the current structure and functioning to a lottery. What I want is 'Steemit should be a fair for all, rewarding and awesome platform for content.' The 'lottery' is the problem, not the solution.

I agree. :) In my opinion, the luck factor, time of posting etc. should be minimized to the maximum extent possible.
