I don't think it is about people being naive. It is more about people upvoting what's trending to earn extra bucks. If you are here for a bit of cash, you should be interested in that audience, too - the people who won't read your texts but scroll through the pics and give you an upvote because it looks promising or you're known to bring in cash. =)
Not to say it is a bad thing, but it is part of the way SteemIt seems to work, so if you're a good business person, you shouldn't ignore that clientèle. =)
Thinking about it, maybe you're right, they are not so naive, just greedy. And who can blame them when the system makes it possible... After all, I haven't noticed any other "professional" blogs like this one so far. At least it caused an interesting discussion.
