You actually bring up a great point about low quality content being ignored and in many ways I agree with that. The one issue I would still bring up is Steemit doesn't have a great algorithm for presenting relevant and liked content and Steemit's search function is pretty poor as well so the low quality content creates a lot of clutter to have to sort throguh to find the better content. If Steemit had a better algorithm, if Steemit had groups, if Steemit had better search functionality or if the Hot and Trending pags weren't filled with so much trash low quality content would be less of a problem.
