He's added a third upvote account so it should be up much more often. An upvote queue would have a possibility of inducing a lot of unneeded transactions on the blockchain. Not to mention a nightmare for @randowhale because of all the posts that get a bid just before they hit their final 12 hours before payout(no upvotes allowed).
