I was also thinking if there should be an algorithmic way to "force" whales distribute their power. I think, i have the solution:

There should be a way to differenciate two different kinds of Steem - perhaps create two tokens: a) Steem that has been gained through money investments, transfers or mining (we could call it iSteem) b) Steem that has been earned creating or curating content (cSteem)

And comes the clue: only cSteem could be converted to Steem Power, and therefore use for wealth distribution by curators.

That would mean, that only if you have writen and curating good articles, you would be able to decide who writes good articles.

The owners of iSteem, will pasively participate on the earnings of the plattform, but if they want to interact, they have also to create.
