I think partly this might be due to a general culture on social media of people outwardly saying 'follow me'. It happens on Twitter, FB, Instagram, etc... So there is definitely a case for educating them, and if that is too much hassle just ignore them... I do feel sometimes bad though, because I wonder if some just do not have the English skills to respond fully and would hate to make someone feel rejected... It is a tough one for me.

I think that if someone lacks English skills he needs to educate himself further before joining the steem. It is fundamental to know at last some mid level English here. It is simply required for reading and writing articles here.
Just as devil's advocate some people here publish in their native language and there are audiences here for that. There is no shame in not knowing a language.
Well, I just changed my point of view after your comment. It's true, there is no shame in it. Only a big disadvantage compared to people who write in English.
