I was made aware of this service recently. Apparently you also get a vote from a wealthy person along with randowhale. These were possibly the people behind it i.e. the backers. Maybe you might be able to see if this happens every time or mine was pure coincidence!
The idea of pay-it-forward is wonderful and should be much appreciated by many minnows! Hope to give back in sometime to newbies and good writers, when I manage to build up a little bit of SBD myself!
I haven't noticed a specific one other than @randowhale I don't think, but I'll look. The big thing is just rando having "delegated voting power" from one or more whale accounts.
I hope it will pick up steem haha! It's a great investment, and passing that along to others just seems to make sense :-)
