It's been a long time since I've talked about this, but I just wanted to lay out my current criteria for flagging.
Before I get into that I just want to state:
Everyone has the right to vote their stake as they see fit
and
No one is entitled to receive even a single penny from the reward pool, and that goes double for me
Everyone gets to pick their own criteria for flagging, and everyone has the right to form an opinion of said flagger.
Ok, on to the criteria...
Things I will definitely flag:
Universally unacceptable material:
Child porn, threats of physical violence, NSFL: not safe for life posts, the really really bad stuff. These types of posts would probably require more than just flagging, but flagging would be the place to start.
Fraud:
This would be any post using falsehoods to garner money and support. A good example is identity theft, where one is impersonating a famous individual or a really attractive woman in order to lure in the up-voters. Also plagiarism goes under this banner.
Spam:
Are you posting the exact same comment or post more than 10 times in a row? Then the chances are good that you are spamming, and this is subject to flagging.
Porn:
Nearly all porn should be tagged with NSFW, otherwise it's subject to flagging. If it's mild I probably let it go.
I've been known to upvote properly tagged porn, so I've got nothing against it.
Things I might flag:
Tag abuse:
This would be posting a sexy girl picture in "bitcoin" or posting an article about bitcoin in "introduceyourself". You are placing the wrong material in the wrong place.
I usually don't flag for this any more. It proved to be very ineffective and made me unpopular. If I do it now, it's because I don't like you or your post, and I'm looking for an excuse to flag it.
Revenge flag
If you have flagged me for what I feel is not a good reason, then I reserve the right to flag you anywhere from 0 to N times in return. I do try to avoid flag wars as they are never worth it, but sadly they happen.
What I DON'T flag:
I would never flag a post just because I don't like it, or don't agree with it, or am not interested in it.
I wouldn't flag a post just because "it's making too much". I don't mind if someone lucks out and wins the lottery. People love lotteries. HF 19 should eliminate the need for this type of flagging anyways.
Gray areas...
If the same account got routinely whale bot voted up, would I flag that? ...Maybe..that would be a judgement call
Systemic reasons....If I were a big enough whale, would I flag innocent users to conduct something like "the experiment"?
I..honestly don't know. The experiment has undeniably good results but...it has resulted in some real hurt feelings and bad press.

Your flagging seems fair. I never flagged a post, but I've been flagged before. Once because I promoted a post on chat when I first started and one guy was upset by my content, but the post was successful.
Child porn posters should have their asses kicked by the steemit enforcer.

You mention you do not flag for reward disagreement with the explanation of the lottery. I would love if you could elaborate on your position here as this is the single area with flagging that I struggle with. Would love your veteran opinion.
Do you really feel this will have such an effect, whale bot votes are still whale bot votes. Curation rewards incentivize against unvoating or flagging after the initial vote occurred.
Sure I'll try to explain. Ok right now, voting occurs with an N^2 (N squared) power curve. This means that if a post receives..lets say 1000 SP worth of votes, that this will take 1000^2 or 1000000 portion of the reward pool. It doesn't matter if this 1000 SP came from one voter or ten voters put together.
This is why whales feel so powerful in voting, their vote is worth exponentially more than a minnows. If multiple whales pile on and vote for the same post, this posts worth will shoot up into the strastosphere and consume a large chunk of the reward pool, taking money away from all other posts.
Because of this, some whales feel the need to counter-act this by downvoting those posts. And mathematically speaking, it is more efficient to downvote that one "over-rewarded" post then it would be to try to upvote 10 other posts.
But when HF 19 happens, the power curve will change from N^2 to just plain N. When this happens, then those whales will no longer need to counteract that powerful N^2 that over-rewards posts.
I hope that makes sense; it's not the easiest thing to explain.
This isn't the same as a whale-bot issue, that could still exist.

I have pulled back on some of my reward disagreement flagging after this, I think I agree with your lotto point for the most part. I may still flag for posts in certain rewards cases, still thinking there.
I hated flags after being attacked for swearing too much. I'm over it. I can't stand trolls and psychopaths. That's my weakness. They don't deserve rewards.

That's how I took it. The only thing different about my article that day, compared to the others, were the 87 f-words. I try to keep it down to no more than 3 now.

Those gray areas are really intriguing. That experiment would be really interesting but then again... maybe you can call it abuse of power? even if it gives nice results it may crack some reputation. It's a touchy subject. Upvoted!
I kind of feel same about flagging. I think people should write and interact in here, not just write whatever for getting reward. This kind of actions, spams and bots makes platform look bad.
Those seem totally valid and well thought out reasons. I have to admit I have been on here actively for 2 months now, and have never flagged anything. I just havent really seen any of those things you mentioned. I tend to find folks I like and really read most of what they write, so I dont get around as much lol. Also I try to avoid drama like the plaque as I think it robs the joy out of the experience on this or any site.
If it were up to me, I would like to see the rewards distributed slightly differently. I would like to see more folks get a bit more at the expense of the few getting slightly less. If it were up to me I would probably have a earning cap on each post. Flagging doesn't seem to be the appropriate method to achieve this I suppose.
