How random is the algorithm @randowhale?

Specifically, what's the minimum possible % upvote and maximum, and more importantly what's the distribution? Is the probability of getting a smaller upvote the same as getting a bigger one?

I'm feeling like the percentage upvotes have drastically reduced recently... you can see on Steemd that upvotes of pretty low percents are much more common
