I think you've hit the nail on the head. It doesn't matter how many rules and regulations are put in place some people will just find ways around it. It will always be an ongoing battle, but regulations remove freedoms and rights and can even shackle people from protecting themselves. I do feel that we are better off dealing with things as a community. Teach one another how to look out for scammers and demonstrate that certain behaviours won't be accepted.
